Works closely with management and cross-functional teams to conduct analysis, recommend and implement system changes that will meet the department’s strategic business needs, while ensuring changes and enhancements meet Government, HMSA’s and BCBSA’s standards.Lead teams to implement solutions that will achieve corporate and department initiatives with expert knowledge of operations, external requirements and business practices. Performs diverse, difficult or complicated assignments to research evidence, determine appropriate course of action and to develop management/department level guidance and recommendations.Duties and Responsibilities:Lead teams in the implementation of corporate and department solutions. These activities include:Preparing project artifacts.Participating in projects with internal and external clients.Interfacing with vendor partners.Synthesizing large amounts of information to formulate alternatives or recommendations, including risk mitigation.Analyzing business scenarios to identify and determine root causes of issues.Coordinating and documenting acceptance criteria and end to end testing.Performing pre and post implementation activities with user participation and approval.Provides technical and operational coaching and mentoring to team members on an ongoing basis.Collaborates cross-department to define systematic specifications, resolves escalated issues related to operational activities and projects which may include the following:Design analysis.Constructing analysis documentation and recommendation for presentation to management and executing solutions.Coordinating resources to complete testing related tasks, e.g. test cases, reporting, validating test results and writing as needed, creating management dashboards.Translating business requirements into technical specifications.Working in partnership with Project Manager and Test Manager to create the test strategy for MS related project.Managing defect reporting and tracking.Governing quality of testing.Participates in strategic planning and implementation by:Understanding corporate and department objectives associated with the various initiatives.Consulting management on solution options and risks.Sharing system features that would optimize processes and customer experiences.Triage and prioritize issues for internal and external clients by:Complies with service level agreements when responding, resolving, and socializing the completion of or workarounds related to escalated issues.Offering streamlined or systematic solutions to manual workflows to improve department and organizational goals and MTM requirements.Providing training as needed to enhance understanding of procedures and workflows.Identifying business opportunities and providing recommendations for continuous improvements.Identifying and resolving business or workflow problems and questions for end-user staff.Assessing system structure to determine potential improvements to manual processing, related resolutions and automated edits.Other duties/functions:Other duties as assigned.Minimum Qualifications:Bachelor’s degree and five years related experience or equivalent combination of education and experience.Prior demonstrated experience in team-building.Leadership skills.Effective verbal and written communication skills.Proficient in using Microsoft Office applications.
