Description

CONTINGENT UPON AWARD OF CONTRACT!!

Establish and manage the Training Coordination Center at Joint Base Pearl Harbor-Hickam. Act as the single point of contact to the Contracting Officer and Lead Contracting Officer Representative for administrative contract issues. Facilitate and advocate the use of PACAF MTCs during Joint and Air Force exercises.

BASIC DUTIES

Establish and execute a process to monitor PACAF Simulator CIP/ MTCI and other contractor employee training status and provide feedback to the Government monthly.

Establish and execute a process to monitor each unit's simulator utilization rates in providing basic aircrew training.

Establish and execute a process to monitor each unit's simulator utilization rates in providing advanced OTI aircrew training to CMR and BMC aircrew such as Weapons, Tactics, C2, LFE (MF30), DMO (MF07), Red Flag Alaska and Range Interface Events.

Establish and execute a process to monitor each sites' Contractor Logistics Support (CLS) utilization rates and provide recommended adjustments to Government requirements- if warranted.

Establish and execute a process for TCC central coordination between PACAF MTCs, Distributed Training Centers (DTCs), DTOC, DMOC, etc.

Establish and execute a process for TCC central coordination of site LSB exercise event scheduling for PACAF MTCs.

Establish and execute a process for TCC central coordination of site scenario developers to consolidate at TCC the PACAF scenario development of site MTCs and provide feedback to the Government monthly.

Establish and execute a process for the TCC to monitor DMO and LFE events at PACAF sites to provide oversight of individual MTCs local scenarios to ensure quality scenarios are provided to PACAF aircrew and provide feedback to the Government monthly.

Establish and execute a process for TCC central coordination as site MTC focal point for developing and coordinating theater level scenarios (LFE, DMO, LSB) in conjunction with site scenario developers.

Establish and execute a process for TCC to interact with PACAF, AF and Joint LSB exercise working groups and provide feedback to the Government monthly.

Establish and execute a process for TCC to provide updated/ lesson learned training scenarios for those aircrew who were not able to participate in the PACAF, AF and Joint LSB exercises- live or virtual.

Establish and execute a process for the TCC to provide lists of scenarios developed and provide the lists to the Government.

Establish and execute a process for the TCC to provide a consolidated monthly DMO/ LFE performance plan for all PACAF MTC locations (scenario developers and CIPs/ MTCIs) to meet DMO (MF07) and LFE (MF30) requirements.

Establish and execute a process for TCC to provide a projection of conferences, working groups, training etc. the CPM believes is necessary for TCC and site employees to attend to maintain concurrency with their position performance, to stay abreast of advanced PACAF aircrew training methods and requirements or to input PACAF aircrew training shortfalls for correction or prioritization.

Establish and execute a process for the TCC to provide status of each performance objective as identified in Services Summary section of the Statement of Work.

Establish and execute a process for TCC to provide status of security inspections (type, date, conducted by) of MTCs and contractor personnel.

Position Requirements

KNOWLEDGE, SKILLS AND ABILITIES

Weapons School graduate, Weapons Tactical Officer, CMR experienced and have prior DMO operations experience.

Operational flight experience within 3 years as an instructor on the applicable system or performance of similar aircraft simulator instructor duties within 3 years.

Minimum of 1000 hours in fighter aircraft time and one of the following:

  • 200 instructor hours in any fighter (K Prefix)

Basic Word, Excel, and Power Point Skills.

OTHER REQUIREMENTS

Must pass drug testing

U.S. CITIZENSHIP REQUIRED. Must be eligible for Top Secret Security Clearance and be SCI eligible per the Special Access Program Nomination Process (SAPNP).
